Sylvesta M. Hall
Blue Ocean Development America - CEO/ Founder
Sylvesta Hall is the CEO and Founder of Blue Ocean Development America. A visionary leader, Sylvesta has spearheaded the transformative West Creek Village master project in Southwest Fresno, CA, alongside his partners at 2500 MLK LLC. Born in Palestine, Texas, and raised in Fresno, California, Sylvesta graduated from San Diego State University with a Bachelor of Science in Business Administration and later earned an Executive MBA from California State University, Fresno. His innovative planning and strategic development have positioned West Creek Village as the largest transformative social, economic, and cultural project in Central California's history. Sylvesta's dedication to community development and strategic planning continues to drive significant positive change in the Central Valley.

Yolanda Randles, MPH
West Fresno Family Resource Center - Executive Director
Yolanda Randles is the dynamic Executive Director of the West Family Resource Center. She holds a Master of Public Health from California State University, Fresno, and has been at the helm of the center since 2002. Under her leadership, the center has become a trusted partner in Southwest Fresno, offering vital services in health, education, and community support. Yolanda’s expertise in public health, combined with her strategic vision, has empowered countless families and fostered a sense of resilience and well-being in one of California's most underserved communities.

Dr. Kenneth Jones
Handle It Helping Hands, Inc. - CEO/ Founder
Dr. Jones is first, a man of God, a father, author, social change agent, entrepreneur, respected college professor, a dedicated high school instructor, psychologist, and cybersecurity expert. Earning his PhD in Clinical Psychology, Dr. K. Jones, Jr. specializes in anxiety, depression and personality disorders. He has designed mental health courses and programs on topics including managing anxiety, conflict resolution, men’s depression and coping with traumatic cultural events. His scientific research and experiences have led him to help elevate underserved and underprivileged communities throughout the United States. He is an advocate spearheading the movement toward equal rights for single custodial fathers, men’s mental health, community human capital, neighborhood and economic development all in an effort to move communities from poverty to prosperity.

Pastor Darrell Carter
24/7 Miracle Center International Church - Pastor
Pastor Darrell Carter founded 24/7 Miracle Center International Church in West Fresno in 2014, following the guidance of his faith. He has been a steadfast advocate for social justice and education, serving on various school boards for the past 18 years. Pastor Carter holds degrees in theology and human services and has received numerous awards for his community involvement. His leadership extends beyond the church, as he actively participates in organizations like the West Fresno Health Care Coalition and the Salvation Army. Pastor Carter’s dedication to uplifting low-income communities and fostering educational opportunities makes him a vital force in our organization.

Will Portis
Will Portis Gallery Studio- Owner/ Artist
Will Portis is an accomplished artist whose career spans over 50 years. Born in Akron, Ohio, Will has created more than 5,000 pieces of art, including murals, portraits, and landscapes. His journey brought him to California, where his work has had a significant impact, particularly in Fresno. Will’s art is displayed internationally, and he continues to inspire through teaching at Big Picture High School and offering private instruction. Recognized with awards such as the Horizon Award from the Fresno Arts Council and induction into the International Educators Hall of Fame, Will’s commitment to art and community is unwavering. His studio and gallery in southwest Fresno are a testament to his lifelong dedication to capturing the beauty of life through art.
