Our Mission
Blue Ocean America Community Development is dedicated to implementing social, economic, and cultural programs and services that address the extraordinary needs of low-income and underserved communities throughout California. We strive to create environments where individuals and families can thrive by providing access to affordable housing, healthcare services, educational resources, economic development, cultural
preservation, community resiliency and sustainability.
Our Vision
Inspired by the vision of Sylvesta Hall, we envision a future where every community, regardless of economic status, has access to quality housing, comprehensive
health services, educational opportunities, cultural enrichment, and essential social services. Through strategic development and comprehensive community programs and services, we aim to transform neighborhoods into vibrant, inclusive communities.
Our Projects
At the heart of our mission are transformative projects like the West Creek Village Development in Fresno, California.
The West Creek Village Development Project is the largest, most transformative socio-economic-cultural project in the history of Central California, spanning 120 acres and including 136 single-family homes, 342 multi- family mixed-income units, an 11.75-acre community park, 323,000 square feet of medical, business, and retail space, and Fresno City College’s $87 million, 40-acre West Fresno campus.
We also established Blue Ocean America Community Development as a non-profit to implement social, economic, and cultural programs within the West Creek Village Community Park. We secured two parcels for the Community Health Connective Impact Resilience Center and the American Art Museum of Tolerance and Cultural Preservation, overseeing their concept design, construction, and operation.
Our long-term commitment is further exemplified by Blue Ocean Development America, LLC. Established since 2014, we have developed strategic plans to transform Southwest Fresno, securing large-scale investments and partnerships, including a $70 million award for a transit-oriented development and an $87 million community college project.
Our Initiatives
Community Connective Impact and Resilience Center

Offers diverse programs including education, childcare, health and wellness, job readiness, career development, IT training, and more.

Focuses on improving literacy, teaching self-sufficiency, job training, and providing mental health support.
American Museum of Tolerance and Cultural Preservation

Houses a community art gallery, art exhibits, an art school, and hosts cultural arts events.

Aims to preserve and teach about cultural diversity and artistic contributions, fostering a deeper understanding of cultural self-awareness and cohabitation in America.
