Our Programs
At Blue Ocean Development Community Development, we are building a continuum of care that addresses both the immediate crises and the long-term solutions our community needs. Each program is designed to meet people where they are, provide stability, and connect them to the resources that support lasting change.
Mental Health & Crisis Services
(Behavioral Health Urgent Care + Mobile Teams)
-
Our first priority is expanding access to mental health and addiction support.
-
Behavioral Health Urgent Care (BHUC): A 24/7 walk-in center providing rapid stabilization for people experiencing mental health or substance use crises. Designed as an alternative to emergency rooms and jails, the BHUC offers assessments, crisis counseling, short-term medication support, and direct referrals to community providers.
-
Mobile Mental Health & Addiction Teams: Outreach units that bring crisis support directly to neighborhoods, encampments, and underserved areas. Teams include clinicians, peer specialists, and community partners who respond quickly to people in need.
-
Why it matters: Southwest Fresno has a psychiatric hospitalization rate nearly 40x higher than affluent neighborhoods. By expanding crisis access, we reduce ER strain, lower taxpayer costs, and ensure people get care in the right place at the right time.

Community Care & Safety
(Stray Animal Response & Rescue)
-
Stray animals are part of the hidden struggles of neighborhoods in distress.
-
Our program partners with local animal services to:
-
Rescue and rehome stray animals
-
Reduce public health risks in encampments and neighborhoods
-
Offer volunteer opportunities that connect residents to meaningful service
-
-
Why it matters: Cleaner, safer neighborhoods help foster community trust and pride, while ensuring public health and safety for families.
Housing & Recovery
(Permanent Supportive Housing + Social Rehabilitation Facility)
-
Stability begins with a safe place to live.
-
Permanent Supportive Housing: Long-term, affordable housing combined with wraparound services that help individuals exit homelessness permanently.
-
Social Rehabilitation Facility (SRF): A residential recovery program providing life-skills training, group therapy, relapse prevention, and peer mentorship. Licensed and certified by the state, SRFs offer residents a pathway to independence and long-term recovery.
-
Why it matters: With more than 1,200 unsheltered residents in Southwest Fresno, housing is not optional — it’s essential. These interventions give people not just a roof, but a foundation for rebuilding their lives.

Neighborhood Revitalization
(Earn-and-Learn Jobs & Beautification)

-
We believe recovery and dignity go hand in hand with meaningful work.
-
Earn-and-Learn Employment: Jobs for unhoused residents in community beautification projects such as blight removal, neighborhood clean-up, and landscaping.
-
Community Pride Projects: Initiatives that restore public spaces, reduce illegal dumping, and improve the environment for children and families.
-
Why it matters: Fresno spends nearly $1 million annually on cleaning up dumping sites. By creating jobs for those in need, we reduce costs, strengthen neighborhoods, and give people the chance to contribute to their own community’s renewal.
